Brief History And Duties of DSIEC
BRIEF HISTORY
Section 197 (1)(b) of the 1999 Constitution of the Federal Republic of Nigeria (as amended), stipulates that every State of the Federation shall establish an Independent Electoral Commission to organize elections into its local government councils.
In pursuance of the foregoing constitutional provision, the Delta State House of Assembly passed a Bill which was assented to by His Excellency, Chief James Onanefe Ibori, then Governor of Delta State (1999-2007), thus establishing the Delta State Independent Electoral Commission (DSIEC). The Commission was inaugurated on 15th October, 1999.

In consonance with the provisions of the
1999 Constitution of the Federal Republic of Nigeria (as
amended) and Delta State
Independent Electoral Commission Enabling Law, 2002 (as
amended), the Commission has the duty of:
a. Organizing, conducting and supervising all elections and matters pertaining to elections into all elective offices provided for in the Local Government law or any law relevant law enacted by the State House of Assembly;
b. Monitoring political campaigns and providing rules and regulations, for the elections;
c. Ensuring that all the Electoral Commissioners, Electoral Officers and returning Officers take and subscribe to the oath prescribed by law;
d. Rendering such advice as it may consider necessary to INEC on the compilation of Register of Voters in so far as that Register is applicable to Local Government Elections in the State;
e. (i) Dividing each Local Government Area into such number of wards not being more than 20 as the circumstances of each Local Government may require; the boundaries of each ward shall be such that the number of inhabitants of the ward is as nearly equal to the population quota as is reasonably practicable;
e. (ii) Reviewing the division of every Local Government Area into wards at intervals of not less than 10 years and may alter such wards in accordance with the provisions of this section to such extent as it may consider desirable; and;
f. Carrying out such other functions as may be conferred upon it by any other law.
The Delta State Independent Electoral Commission (DSIEC) is a member of the Forum of State Independent Electoral Commissions (FOSIECON) and the Association of African Election Authority (AAEA).
