How to Vote

Voter’s Accreditation

Voters are required to go to the polling units where they are registered, between the hours of 8:00am and 12:00noon for accreditation.

  • At the polling unit present yourself to the poll clerk for accreditation. If there are other persons before you, please join the queue and wait for your turn.
  • The poll clerk will check your PVC with the Register of voters to make sure that your name is in the Register of voters.
  • Upon confirmation of your identity, the poll clerk would tick to the left of your name in the Register of voter. Mark your right thumbnail or cuticle with indelible ink to confirm that you have been accredited and give you a slip of paper indicating your serial number on the Register of voters.
  • Remain at the polling station until 12noon when every voter who turned up must have passed through the same process of accreditation .
  • After the last person who arrived the polling station by 12noon has been accredited, the poll clerk would count the number of persons accredited and the Presiding Officer will record the number in the result sheet.
  • At 12:30 all accredited voters would be invited to line up to vote and the presiding officer would count the number of accredited persons on the line and announce the number of persons accredited in the Register of voters and on the line.

Voting

STEP 1: A prospective voter shall present himself with his permanent voter's card (PVC) to the poll clerk at the polling station.

STEP 2: On presentation of the Permanent Voter's Card to the Poll Clerk, the Poll Clerk shall look closely at the face of the person and examine the Permanent Voter's Card to verify if the photo on the card is that of the person.

  • If the photo on the card agrees with the face of the person, the poll clerk shall inspect the cuticle of the person's right thumbnail for indelible ink stain to ascertain he was accredited.

STEP 3: The Poll Clerk shall check the register of voters to confirm that the person's name and number as contained in the Permanent Voters' Card are in the register.

STEP 4: If the voter's name is in the register of voters, the Poll Clerk shall tick to the right of the voter's name in the register to indicate that he will be voting in the election. The Poll Clerk will then give the Permanent voter's card to the Presiding Officer and direct the voter to him.

  • However, if the photo on the voter's card does not agree with the face of the person, the Poll Clerk shall prevent the person from voting.
  • If the person has indelible ink on the cuticle of his left thumb, the person shall be prevented from voting. The Presiding Officer shall instruct the Security Agent to detain the person for further investigation.
  • If the voter's name is not in the register of voters, he shall be prevented from voting.
  • If the voter's name on the register has already been ticked for the election, the tendered ballot process will be followed. The poll clerk/Presiding Officer having confirmed the particulars of the voter on the Register with those on the PVC, shall sign, stamp and mark the date on the back of the ballot paper and deliver same to him to cast his vote.
  • The Poll Clerk/Presiding Officer shall apply indelible ink to the cuticle of voter's left thumb-nail. See fig. iv for proper application of the indelible ink on voter's thumb-nail.

Tender Ballot Voting Process

A voter claiming to be entitled to vote applies for a ballot paper after someone had yoted in the name given by the claimant. He shall, upon satisfactory answers given to any questions put to him by the Poll Clerk, be entitled to receive a ballot paper in the same manner as any other voter, but the ballot paper shall be tendered ballot paper.

STEP 1: Apply indelible ink to the cuticle of the finger or thumb-nail of the voter's left hand.

STEP 2: Return the PVC to the voter and direct the voter to the Presiding Officer.
The Presiding Officer shall:

  • Write the name of the voter and the voter's number as contained in the voter's register on the tendered voters list.
  • Write the name of the voter and the voter's number as contained in the voter's register on the back(s) of the tendered ballot paper(s).
  • Stamp and sign the back(s) of the ballot paper(s)
  • Issue the tendered ballot paper(s) to the voter.
  • Instruct the voter to vote by thumb printing the tendered ballot paper(s) and cast same in the ballot box.

Closing of The Poll

The Presiding Officer shall:

STEP 1: Officially announce the close of poll at 3pm but persons already accredited and waiting in the queue at that time shall be allowed to vote, if eligible.

STEP 2: Direct the Poll Assistant/Orderly or the Security Agent to stand behind the last person on the queue to prevent anyone entering his way through after 3.00 p.m.

STEP 3: Once the voters present have voted, polling is declared closed and the poll officials proceed with the vote count and processing of results.
